1. Develop an accountability-reporting plan (using the outline provided in the “accountability template” (attachment Template) for the government that you selected (Attached Discussion 1.3).

2. Construct a 4 page paper (excluding cover page and references) that demonstrates how you would build accountability, fiscal transparency, and e-performance reporting into your selected government.

You are to develop an accountability/reporting plan that identifies at least two purposes and at least two activities for each purpose. Follow those goals/purposes you chose for (Attached Assignment 1).

The present assignment requires you to plan what strategies you will put into place that will enhance accountability, e-reporting practices and fiscal transparency. The research on performance.gov you conduct for your discussion this week will give you plenty of examples of how to do this, as well as potential examples of what not to do. As you construct your strategies, ask yourself the following questions. What are the purposes of the strategies you compose and what activities will you plan to meet these purposes? Are you intending to increase trust, collaboration, cost savings, citizen participation, enhanced performance, etc.? Using these questions to guide you, fill out as clearly, concisely, yet fully as possible the following parts of the “accountability template”:

Construct a 4 page analysis (page total excludes cover page and references) of the accountability/reporting methodology and activities you selected; as well as the current activities of your government. Here are some of the questions you should consider as you develop your analysis:

What, specifically, does your government/agency want to accomplish (i.e., what are the goals as they relate to accountability, e-reporting and fiscal transparency)?
What activities are currently in place to achieve those goals? Are they going to remain a part of the comprehensive plan or should they be eliminated? Construct a careful argument as to why or why not?
What activities-strategies should be implemented to achieve the goals and accomplish the purpose?
Provide detail on how you will determine effectiveness, sufficiency, and usability.
What are the potential obstacles, challenges or pitfalls? And what can you do to prevent or mitigate them?
Be sure to utilize information such as scholarly sources, including peer-reviewed journal articles located through independent research.
